Orange and chocolate works on a technicality: limonene, the compound behind the smell of orange peel, is fat soluble, so it dissolves into cocoa butter and spreads through chocolate rather than sitting on the surface. That makes a coating the obvious place to put it. The flavour is in the outer layer here, so it arrives first and the folded centre follows, which is a different sequence to a bar with orange through the middle. It started as a limited run and stayed, which in this part of the aisle usually means the flavour did something the permanent range didn't.
