Milo is a malted chocolate drink powder that's been an Australian pantry fixture since the 1930s, and its malty, faintly gritty character is distinctive enough to survive being frozen. It goes into this cone as a formulated supplementary food base at 4.5%, which is Milo itself rather than a malt flavouring standing in for it. Chocolate pieces run through the ice cream, and the cone finishes with a chocolate tip at the bottom, which is the Drumstick signature and the reason the last bite isn't dry wafer. Malt extract from barley is what gives Milo its particular flavour, and it reads more clearly at freezer temperature than it does in a hot drink, where hot milk tends to soften it.
