Millionaire's shortbread is a British tray bake of shortbread, caramel and chocolate, and this is that idea rebuilt as a frozen stick. The translation is more literal than most. The chocolate becomes the coating, the caramel goes into the ice cream, and biscuit pieces supply the shortbread layer that would otherwise be missing entirely. All three components survive freezing, which isn't true of every tray bake anyone has tried to convert. Biscuit is the one that takes work. It draws moisture from whatever surrounds it, so keeping the pieces in the coating rather than the centre is what stops them going soft before the pack is opened.
