Toffee is the flavour that suits a wafer cone best, because both are built on browned sugar and they pull in the same direction rather than contrasting. A wafer is baked until it colours, which gives it a faint caramelised note of its own. Filling it with toffee compounds that instead of fighting it, which is why toffee cones taste more of one thing than a fruit or mint cone ever does. Vanilla underneath keeps it from becoming relentless. Toffee alone in a cone would have nothing to break it up, and the pieces scattered through supply the only texture beyond the wafer itself.
