Mint is a clean, cold flavour with very little body of its own, so it can read thin on its own. A wafer gives it something to sit against, and the chocolate supplies the fat that mint lacks entirely. Mint needs a partner more than most flavours do, and chocolate is the one that has stuck. The cone is chocolate lined, so the chocolate arrives twice: once through the ice cream and again as a ring at the rim. Menthol produces a genuine cooling sensation independent of temperature, triggering the receptors that detect cold, which is part of why mint has stayed a fixture of the freezer rather than a passing flavour.
