Toffee suits a wafer cone better than most flavours, because both are built on browned sugar and pull in the same direction. A wafer is baked until it colours, which gives it a faint caramelised note of its own. Filling it with toffee compounds that instead of contrasting with it, which is why a toffee cone tastes more of one thing than a fruit or mint cone does.
