These are cones sold on their own, to be filled at home, which puts them closer to an ingredient than a dessert. The dip is the part that would be difficult at home. Chocolate is coated round the outside of each rim and the sprinkles are set into it while it is still soft, so both sit on the cone rather than inside it. Waffle cones are pressed from batter between hot plates and rolled while still warm, which is why they hold a shape a poured wafer never could. That sturdiness is what lets them carry a coating at all, since a thin wafer would soften under it. Crunchy and sweet, as the pack has it.
