Chocolate twice, and the two forms behave nothing alike. The base is chocolate dissolved into dairy, so it's soft and arrives slowly. The chips are set solid, and cocoa butter sets hard in the cold, so at freezer temperature a chip is closer to a hard candy than to the bar it started as. That hardness is the reason for including them. A chocolate base is uniform all the way through, and the chips are the only thing in the tub that breaks. Doubling an ingredient instead of adding a second one is a particular kind of decision. There's nothing here to argue with the cocoa, so the tub lives or dies on whether the base is any good.
