What is it?

Flecks, not chips, and that's a real difference. A fleck is thin enough to melt on contact instead of having to be chewed, so the chocolate arrives as part of the spoonful and not after it. Belgian chocolate isn't a protected designation, and it isn't quite a style either. The voluntary code behind the phrase requires mixing, refining and conching to happen in Belgium, so it says where rather than how good. Double refers to the chocolate appearing twice, in the base and again in the flecks. Counting is how this end of the freezer signals intensity, whether or not there's more cocoa in the tub for it.
