KitKat's whole identity is wafer under chocolate, and the stick keeps that ratio rather than treating the wafer as a garnish. The centre is chocolate and wafer flavoured, and the coating is milk chocolate with wafer pieces set into it. Cocoa solids are listed at 15%, which is high for an ice cream stick and covers both the coating and the centre. Most coated sticks sit well below that figure. Reconstituted skim milk leads the ingredient list, so the centre is a dairy ice rather than a water ice sitting under chocolate. Peters makes the KitKat ice cream range in Australia under licence, the same arrangement it has with Cadbury and Oreo.
